PVF supports projects of provable outstanding quality which do not fit within its programme areas or geographical focus, but provide exceptional leverage possibilities, can have a major impact or are at risk for reasons which can reasonably be considered as transitory.

The decisive factors are:

• The track-record of the actor
• The uniqueness of the actor and/or the approach in the context. 
• The likelihood that a project can be brought to scale
• The project's capacity to stir PVF's interest and resist critical analysis.
