The application process to PVF includes the following 3 steps :

 

Step 1:

 

A) Send PVF a letter of inquiry so that it can determine whether the project falls within one of its programme areas and meets its selection criteria.

PVF does not have a standard format or deadline for initial inquiries; however the initial letter of inquiry should not exceed 5,000 characters (+/- two pages, budget and evaluation/impact study excluded) and should comprise:

 

1. a brief presentation of the organisation conducting the project, including:

 

i. its area(s) of expertise
ii. information on the organisation's previous relevant experience in the issue/problem the project will address
iii. the date it established a physical presence in the geographical context
iv. its current annual budget and its three main sources of funding.

 

2. a description of the proposed project, including:

 


B) Please enclose a detailed project budget (in local currency and in Euro €, USD $, GBP £ or CHF), for which there are no page limitations.

 


C) If available, please send a copy of the evaluation report or the impact study of a previous phase of the project or of a similar project.

Step 2 :

 

PVF usually informs applicants within two months of receiving the letter of inquiry and the detailed project budget whether it is interested in pursuing the study of the project. If it is, the applicant will be asked to submit a full proposal and be provided with the information needed to complete the process at that stage.

 

PVF's Secretariat reserves the right to request from the applicant, or any other body, additional information deemed necessary.


Step 3:

 

If endorsed by the Secretariat, Tthe complete project proposal will be submitted to the Foundation's Board, which meets at regular intervals.

Should the Board approve the project, a Partnership Agreement detailing PVF's expectations in terms of reporting will be sent usually within a month.

Payments are usually made in instalments, subject to receipt of progress  reports, both  narrative and financial, as requested in the Partenership Agreement.
Multi-year projects are reviewed on an annual basis, payment of following instalments being subject to satisfactory progress. 

 

The Foundation reserves the right at all times to verify project performance and how funds are being used by on-site visits or any other appropriate means.
