All the following criteria may not underpin every project, but they reflect PVF's overall approach in making funding decisions and building partnerships, in accordance with its mission, and programme areas.

PVF seeks to support initiatives that:

• aim at restoring or giving greater autonomy to the most vulnerable groups or segments of the population. Priority is given to project targeting communities or populations groups victims of exceptional circumstances (extreme exploitation, chronic consequences of armed conflicts, natural or industrial disasters, etc.).
• spark little interest from donors;
• are managed by local social entities or entrepreneurs having recognized expertise and bearing direct responsibility;
• involve the target population in planning and implementation;
• directly benefit women and include them in decision-making processes and project implementation;
• provide sustainable solutions and have long-term effects;
